PUBLIC OFFER FOR THE PROVISION OF INFORMATION SERVICES

This document is a proposal from Natalia Veniaminovna Shirshova, acting as an individual using the special tax regime “Tax on Professional Income” (hereinafter referred to as the “Author”), to enter into a contract for the paid provision of information services (public offer) on the terms set out below with any interested individual and/or legal entity (hereinafter referred to as the “Buyer”). Together they are referred to as the “Parties”, individually as a “Party”.
This Offer is drawn up in accordance with Article 437 of the Civil Code of the Russian Federation and constitutes an official proposal to conclude a contract on the terms specified below with any person who responds.

PUBLIC OFFER
1. DEFINITIONS AND TERMS
1.1. “Offer” — this document “Public Offer for the provision of information services”.
1.2. “Contract” — an agreement between the Author and the Buyer for the provision of information services, concluded through the Acceptance of the Offer.
1.3. “Acceptance of the Offer” — full and unconditional acceptance of the terms of the Offer by the Buyer through the preliminary payment of the Guide.
1.4. “Guide” — an electronic textual information product “How to Set Up Your Space to Suit You” in PDF format (and/or another digital format), available for download or online viewing after payment.
1.5. “Materials” — the content of the Guide: textual and visual elements, links, recommendations, and other informational components.
2. GENERAL PROVISIONS
2.1. The moment of full and unconditional acceptance of the terms of this Offer (Acceptance) is considered to be the fact that the Buyer has paid the cost of the Guide.
2.2. Acceptance of the Offer is equivalent to the conclusion of a Contract on the terms set forth in this Offer.
2.3. By making a purchase, the Buyer confirms their legal capacity and full legal competence. Purchase by minors is permitted only with the consent of their legal representatives.
2.4. The Author reserves the right to unilaterally amend the terms of the Offer at any time. The new version comes into force from the moment of publication.
3. SUBJECT OF THE AGREEMENT
3.1. The Author undertakes to provide the Buyer with access to the Guide, and the Buyer undertakes to pay for it in accordance with the established price.
3.2. The Guide is provided to the Buyer in the form of a download link or access via email or other means of communication after payment.
4. PAYMENT AND ACCESS PROCEDURE
4.1. Payment for the Guide is made via the Prodamus payment service or by any other method specified by the Author.
4.2. The cost of the Guide is 990 (nine hundred and ninety) rubles.
4.3. After payment is confirmed, the Buyer receives access to the materials via automatic or manual distribution (download link, email, etc.).
4.4. The Author’s obligations are considered fulfilled from the moment the Buyer is granted access to the materials. 4.5. The Buyer confirms that all the terms of the Offer are clear to them and they accept them in full.
4.6. By paying for the Guide, the Buyer agrees to the terms of this Offer and to the Author’s privacy policy, as well as to the personal data processing policy of the Prodamus payment service.
5. COPYRIGHT
5.1. The guide is the result of the Author’s intellectual activity. All rights to the materials belong to the Author.
5.2. The Buyer has the right to use the materials only for personal, non‑commercial purposes.
5.3. It is prohibited to distribute, publish, transfer, or otherwise make the materials available to third parties.
5.4. For copyright infringement, the Buyer undertakes to pay a fine in the amount of 30,000 rubles in accordance with the procedure established by the legislation of the Russian Federation.
6. LIMITATION OF LIABILITY
6.1. The Guide is provided solely for informational and reference purposes and is not an individual consultation or educational service.
6.2. The Author is not liable for the consequences of decisions made by the Buyer based on the information in the Guide.
6.3. The Author’s liability is in any case limited to the amount actually paid by the Buyer.
6.4. The Author is not liable for the inability to access the materials for reasons beyond their control (network failures, email errors, etc.).
7. RETURN CONDITIONS
7.1. A refund is possible only if the Buyer did not gain access to the materials due to the Author’s fault.
7.2. To request a refund, the Buyer must send a request to the following address: shirshovanatalia@yandex.ru within 3 calendar days from the date of payment, attaching a copy of the receipt.
7.3. The refund will be processed within 10 business days from the date the request is confirmed to be justified.
7.4. In other cases, a refund is not provided, including due to the Buyer’s subjective dissatisfaction or failure to meet expectations.
7.5. The refund is issued using the same method as the payment, unless otherwise agreed with the Buyer.
8. FINAL PROVISIONS
8.1. This Offer is valid indefinitely until revoked or the terms are changed by the Author.
8.2. All disputes and disagreements are resolved through negotiations, and if that is impossible, through the courts at the Author’s place of residence.
8.3. For issues not covered by the Offer, the Parties shall be governed by the current legislation of the Russian Federation.

10. PERSONAL DATA PROCESSING
10.1. By placing an order, the Buyer agrees to the processing of their personal data to the extent necessary to fulfill this Offer, including for processing the payment and providing access to the Guide.
10.2. Personal data is processed in accordance with the Author’s privacy policy (https://www.nashdecorator.ru/confidential) and the personal data processing policy of the Prodamus payment service (https://nashdecorator.payform.ru/warranty/privacy/).
